The 'one in three' figure is a useful reminder of how central Medi-Cal is to California's health system. In many of the communities Pacific Health Group serves, that share climbs closer to one in two — meaning Medi-Cal is effectively the local health system for entire neighborhoods.
DHCS's transformation through CalAIM is a direct response to that reality. Care for high-need members can no longer be limited to the four walls of a clinic; it has to extend into homes, shelters, schools, and community-based organizations.
ECM is the operational backbone of that shift, and Pacific Health Group's care teams are part of the workforce DHCS is counting on to deliver it.
