All Plan Letter 22-023, issued by DHCS in November 2022, formally defined Street Medicine as a Medi-Cal provider type and laid out the rules for how managed care plans must contract with and reimburse Street Medicine teams.
Before APL 22-023, most street medicine work was philanthropy-funded and operating in a billing gray zone. After it, there is a clear regulatory pathway to sustain and scale these teams as core Medi-Cal infrastructure.
